Halifax and Vancouver ports would also be major targets. The 'letterbomb' in Edmonton isn't a major terrorist attack, it's very minor, less so than the FLQ bull in the 70s. Unlike WTC, the CN tower isn't as symbolic finantically as the WTC was. They would more likely hit the bank towers in downtown TO (all the really tall ones) than the CN Tower.
