Your building looks pretty nice. I do like the large banner across the front. the roof textures are a bit too repetitious for me. It would be a good idea to "dirty" them up a bit. Overall, this is a nice BAT.

I'm building a slum suburb this generic lot will fit right in. TYVM. Is it functional or just a landmark (health boost, park effect, etc')?

Not bad. The roof texture looks tiled though which is distracting. You might want to check out 6459978's Toronto bat thread. On about page 12 he has an excellent tutorial that explains how to make custom roof textures that are lively and fit.

Nice looking bat. I love the generic look. 250 per month is a bit steep for an eyecandy lot. This would be much better if it had a function. Some medical benefits or crime reduction perhaps.
