Well, I got it to work by starting the game through "Run" in the start menu and adding the "-w" there. Not sure why it didn't work in the shortcut target though.

Sounds like an options conflict. I don't think anyone has posted this before, but there is a possibility that the customresolution option implies full screen. If that's the case, that's the way it is. Important you do not ALT+TAB away from the game if a save is in progress. You may corrupt your city file. This is true even if you have asked for a save and quit. I hope your laptop has good cooling. This game drives processors at 100% for a long time and you may get high temperature shut downs or slow downs. So remove the -w option, and happy running in full screen. It makes sense to me as a programmer that the two would be mutually exclusive. Not polite of them not to issue a message though. When I'm at home I use an external monitor- My last laptop (on Vista) ran the game at a custom resolution in a window with no issues. I've tried using the "-w" without the custom resolution on the new laptop as well- no luck there either.

I just upgraded to a new laptop running Windows 7 64 Bit. SC4 runs fine, but I used to play it on my Vista comp in a window. It's a widescreen so I'm using the custom resolution command line, but when I try to add "-w" to the shortcut target the game won't even run. Any ideas? Does anyone play SC4 on 7 in a window?
