Not sure what this means..... but if it is insinuating as to whether or not there are any mods that modify the camera angle - I think there are but they will crash the game...........

That said, as far as recommendations for general SC4 mods go: I can't emphasize enough the enrichment I've found from PEG CDK and NAM

I think this simply means the benefits of a fully 3D experience. Sure SC4 is a bit more limited in this regard, but as with many things, the trade offs between the two approaches aren't all in favour of 3D. Just take a peek at the stunning quality of some of the custom buildings for SC4 you can download. Because sure as hell you'll see nothing remotely close for any of the 3D games. RDQ's Chysler Building is for my money, one of the most beautiful models ever released. It epitomises my general point, but there are plenty of other examples too.

As for where to start with mods, this question comes up from time to time. The main piece of advice I give is to take it slow. Like a kid in a candy store, it's all too easy to want a piece of everything, leading to a rather poorly Plugins folder throwing up chunks of molten sugar. The point being it's easy to get overwhelmed. But to start with, I'd look at some of the game fixes, which will improve your experience and are sort of essential:

So in short that list posted earlier has you covered.

After that, you'll probably want to find a map you'd like to play with, of course the in-game ones are fine here too. But the biggest changes come from the following mod types:

Simply put you have enough options to make your regions fit so many different styles. Have a check through those links and try some out, the effects of having all five are simply transformational.

Head over to my Lot and Mod Shack to keep abreast of my latest developments.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

New to the NAM? Check out my tutorials on YouTube. Latest upload: How to: RHW - MHO Roundabout Interchanges. (Nov 25).

p.s. - I'm MGB over on SC4D and a member of the NAM team.

There are so many mods that are 'essential' to me.

That doesn't mean that they are essential, but want I want to say is: take your time. A weekend, a week and read those topics and some others. There is plenty and the knowledge will pay back.
