Hello,

I've been playing SimCity games on and off for years—going all the way back to SimCity 1 and 2. Yep, I'm one of the old-timers. While Simtropolis was down, I downloaded SimCity 4 and managed to find a few of the tools that this fantastic site has provided. I’ve spent some time tinkering with them, building little cities that—if I’m honest—are kind of disasters. Lots of pollution, some crime, and a handful of cool buildings thanks to your resources. But the truth is, I have no real idea what I’m doing, and my experiments have resulted in a lot more misses than hits.

Now that the site is back up, I’m hoping I can wipe the slate clean, clear out all the junk, and finally build a city I can be proud of—something more cohesive than the six neighboring cities I currently have, none of which really interact and together only total about 130,000 people. What I really want is to create a true metro area, complete with industrial, commercial, residential, airport, tourist, and seaport districts. (You might have guessed—I used to work in city government, and I loved every minute of it.)

If you’ll have me, I’d be grateful for guidance on how to get started with a fresh region, and how to use (or even find) the incredible tools this community offers. I noticed the donation disks when I logged in and I’m interested in contributing, too. Right now, though, I honestly have no idea what I’ve downloaded, how to run it, or what any of it really does.

Thank you for any help you can offer. I’m eager to learn—I just need a little direction.

First of all: absolutely, you’re more than welcome here.

Honestly, a lot of longtime SimCity players come back to SimCity 4 exactly where you are now, a Plugins folder full of mystery files, a few chaotic cities, and the feeling that everyone else somehow understands systems you never even knew existed. The good news is that SC4 has an incredible learning curve once things start clicking, and your background in city government will probably make the regional side of the game especially rewarding.

What you’re describing a true metropolitan region with specialized cities, integrated transportation, ports, airports, tourism, industry, and realistic growth patterns is exactly the kind of thing SimCity 4 does best.

My recommendation would be to start fresh, but keep it simple at first:

• Create a new region with just a few connected tiles
• Build one strong “core” city first
• Then gradually expand outward into specialized neighboring cities
• Focus heavily on transportation connections between them (highways, rail, freight, commuter routes, seaports, etc.)

One of the biggest “aha” moments in SC4 is realizing the region itself is the real city.

As for plugins and tools: don’t worry if you currently have no idea what half of them do. That’s completely normal. The community has produced twenty years’ worth of content, mods, fixes, and utilities, and it can feel overwhelming at first.

A few things that will help tremendously:

• The Network Addon Mod (NAM) — essentially essential for modern SC4 play
• Terrain and water mods (mostly visual)
CAM (Colossus Addon Mod) if you eventually want large-scale realistic growth
• Dependency management (probably the biggest source of confusion for newer/returning players)

I’d actually suggest avoiding installing “everything” immediately. A clean, organized Plugins folder is worth far more than thousands of random files.

A good starting approach is:

  1. Install core stability/transportation mods first

  2. Add visual mods second

  3. Add custom buildings gradually

  4. Test frequently before adding more

Also, don’t underestimate how helpful the community journals and tutorials are. Many of us learned by watching how experienced players structured regions and managed growth.

And thank you for considering supporting the site. Donations genuinely help keep this community and its archives alive. But there’s absolutely no pressure — learning the game and enjoying the community comes first.

You already have the most important ingredient: enthusiasm. The rest comes with time, experimentation, and asking questions.

I would add to this some resources that might be helpful. First I recommend checking if you have all recommended patches. The original games has some serious shortcomings and there a several mods that remedy those. Then there is Rob's Guide to SimCity 4 (video) which was recently updated. It shows you how to install NAM and how to use sc4pac which makes installing mods much easier than the manual process:

Lastly, I would like to point you towards two of the most useful forum threads: Got a quick SC4 question?... Ask here! is a thread for quick answers on how to do something and Can't find it?... Ask here! is the thread where you get help searching for mods. That comes in handy when you are looking for dependencies.
