Used to generate a terrain fractally as the title said. I don't know what's real functionality of the tool, though. This app was created by Roger W Dunn from SC3000.com (not city-builders.info). If don't work, please comment this file. Image © Wren Weburg.

Cool. I had grabbed that from the files page over there and then forgot about it. I'll give it a test drive tomorrow and see how it works.

Just downloaded and used this program in Windows 8.1.  No AV or compatibility issues, but system security indicated publisher as unknown and required user authorization to bypass, following which the program loads and runs OK.  2 copyrights are indicated in the program interface:  Copyright 2002, Roger W. Dunn and SimCity 3000 Unlimited copyright of Maxis.   So if all good to go, this is an excellent resource, user-friendly, fun and intuitive to use.

Curiosity got the best of me and I've been playing with it too. I've generated a few maps and imported them into the game successfully.
