how on earth do i use this?  cannot find and clear guides online, no jpg files in download etc?

This file requires SC4Mapper, you open it from there and hit save, it automatically stores the file your your regions folder. Later tonight I will also upload an archive of the region that you can extract to the Regions folder found in My Documents or Documents/SimCity 4

Thankyou!  Looking forward to trying this, the guides made it sound like a nightmare to use

Take them both and see which you prefer.

File 1 is the first picture, flatter and smaller.

File 2 are all of the other pictures, more detail and a bit bigger.
