For a first vehicle mod, you have a good grasp on the inner workings of changing a model. Making the police car, tank, and truck UDI enabled reminds me of Grand Theft Auto!
I have a hunch about the hot air balloon not being able to fly; Maxis models and even custom ones work from a fixed point but the way the props are set up in-game moves the model's "base point" to the spot the model is supposed to spawn. This is why you'll see aircraft flying and cars on the road (but who's to say you can't make any flying cars?)
You have potential to make some very good mods from the start! I would recommend opening a project thread on the forums.It would also be a great channel for getting feedback on items before they get uploaded for the best possible ratings!

attack of laziness, and I haven't played Simcity 2000 for awhile... And it was right there!It was Calling me!Literally! ... anyway, you gave me a good idea for multiple things!Heh.. wait until i upload it!In fact i think I'll do right now!
