this mod will allow you to get any stage 1-8 residential/commercial buildings at 0 population and 1-3 industry farming to 
caution this is an extremely radicle mod so if you hate cheating or like the stage capacity the same or higher do not use this mod ever i have tested this with no problems so enjoy hears is the % you get for each building at that stage to grow

stage 2 10%
stage 3 10%

industry/farming
stage 1 20%

this mod is not compatible with the col-loses add on mod because it will disable all higher cam stages from growing and you dot not want that 
to install put the radicle stage mod DAT file in your plugins folder to uninstall delete the file from the plugins folder enjoy again
update i accidentally putted the wrong file in there that had the original stage limits i fixed it now so if you have downloaded down load again and delete the first from your plugins folder and put the new one in
