  3. Is your sc4pac pointing to your SimCity 4 plugins folder? Could be that you selected a different plugin folder on initial setup of sc4pac.

    Hello, I recently got back into SimCity 4 after watching a stream and finding out how mods have evolved the game. I'm currently playing around with NAM, and it has been a blast so far. Looking forward to finding inspiration and guidance here on Simtropolis!
