Why of course no. Each city has to build their own prison. Crime in one city will not affect the neighboring cities, so you have to deal with crimes in each city you have. But if you build enough police stations and your sims are well educated, that will lower the need of prison in one city.

You're very welcome. While i'm not a computer expert, i think this game (SC4) will not ask too much for computer system (unlike the new one ), it is a ten years old game after all. Well, i don't know exactly how long will it take until an education building turns the area into green. What i'm sure is, it will take quite a long time. Just remember to pay attention to the average age of your sims, an older sims won't go to college except they're working as a lecturer , they need libraries or museums to increase their education level. Concerning your major rating, here are hints to increase it: Keep the pollution levels down. This requires careful planning of your transport systems, and careful placement of industrial and utility lots. Get the tax rate as low as possible without damaging your budget. Add parks to your city. Make sure you've built enough schools and hospitals, considering the size of your city. Don't build more than you need or else you'll have budget problems. Keep crime levels down by building enough police stations, and by keeping the police budget at a sensible amount. Avoid business deals that will have a negative city-wide effect, such as the casino, prison, and toxic waste deals. Sims don't like fires, so make sure the fire-fighting force is adequate if one should occur.

Well, buddy, i was having the same problem when building diagonal wall too, the jagged edge was really annoying, so, if i may suggest, use the diagonal jagged edge by Pjot instead. It's quite simple, download and put it in your plugins, done!. No need to rename anything. The DJEM by Ennedi is....complicated (no offense, Ennedi), i tried to use that too but ended up in confusion. Well, if anyone around here is using that mod by Ennedi too and works like a charm, sue me!

Why, if you're using the CAM, i suggest you to look upon the CAM commercial lot at sc4devotion first.

That is weird, when you actually give all what it takes for the I-HT to move in and yet you still don't get them. Maybe your city need a little more time. You see, education needs time to take effect. Before your sims' education level reach certain point, you gonna have to wait. Just when you plopped education buildings in the residential area, it doesn't mean they will get a sudden effect and your sims suddenly become educated. Be patient, you'll get your I-HT eventually. The key is education and desirabilty, of course you musn't forget the neighbour connetions too.

Yes, that is the one, i'm sure. That thing was produced between 1987 until 1990, whereas SC4 was born in 2003. Then it was clear that he actually talked about the first SimCity (1989) which i forgot to mention in my post above. No wonder i forgot, because i was still 2 years old back there.

Lol. Take it easy. They (High wealth residential) are indeed finicky. You must give them or provide them all the things they need in SC4. Educations, Parks, a good road connection, a nice workplace not too far from home, and all other desirabilty factors. They like, "give us what we need, or we leave your city" sort of thing. ckck... Annoying people with good money, i must say. The NAM will help you solve your problem i suppose. Do you have it?

You need to take it easy and slowly, downloading dependencies cannot be done in one or two days. In my opinion, CAM is just too much for a starter. As long as i know the only disasters that could occur during the gameplay are fire and nuclear. Unlike its predecessors SC2000 or SC3000, in SC4 the player is able to decide when and where use them (disasters). In SC2000 or SC3000 there is an option to disable them, but not in SC4, and that's because disasters do not occur automatically in SC4. So, concerning the Waste to energy plant can trigger any disaster, i doubt that.
