What is that thing that comes out of the advanced research center in SimCity 4?

I'm gonna bring this old thread back to life and say that it might be coming from the completion of a Supertask. No reason why that'd happen or even be possible but I'd expect that in SimCity. -
This building is at 48 Ward St in Hamilton, New Zealand and sticks out of a Mall called Centre Place, the most generic name for a mall ever. It’s also the tallest building in the city as far as I can tell. It’s 30 stories tall I think. I’ll be there later so I’ll be able to confirm or disprove that soon enough. I'm also aware that's a bad picture but I’ll be able to get a better one later on but I’m not due to go anywhere for a few hours so you'll have to wait In the mean time however you've got the Google Earth info in the corner of the screenshot so you can follow those and see if you can get a better look at the building.

I just let mine grown naturally.

I'd take the stub and drag a ground highway to build a transition between the avenue and highway and zone some commercial in the blank space to benefit from the resulting traffic.
