    Download the file and unzip it, the file you unzip you transfer it to document folders, simcity4 folder to plugins. Also, you need to download the Air base as well or else you will not be able to fly the plane. On another note for some odd reason I cannot fly the b-52h and the c-17 act on their own whenever I plopped the base in my city.
