Canarsie Pol, East New York: Island City – Bedroom Community (NAM36)

Cover photo: Canarsie Pier

Here's the real life East New York location for Carnarsie Pol, East New York, an undeveloped island next door to my C$$$ tourism powerhouseJamaica Bay, it's immediate southward city neighbour.  My city mayor, Rosa Parks, has been given the responsibility for developing this natural paradise as a bedroom community, while preserving it's most beautiful natural features.  The surrounding islands to the east will remain as pristine nature reserves.

Pol – Dutch · Noun · m (plural pollen, diminutive polletje n)
1. a bundle of plants, with the soil it stands on or that hangs from it

I downloaded the SimCity 4 region map for New York from this link, and used SC4Mapper to break it up into a mix of large city tiles for primary development, with neighbouring small city tiles for fine grained inter-city traffic control and commercial (C$$ and C$$$) economic growth stimulus:
https://community.simtropolis.com/files/file/27550-new-york-city-united-states/

I am a longtime vanilla SimCity 4 Rush Hour player, and this is my third city tile using the NAM.  I love region maps of real-life locations, lots of water, and ferries, and tunnels, large (happy) sim populations, tightly packed urban neighbourhoods, using sophisticated traffic management, wealth development, and zoning techniques, from playing the vanilla game for many happy years.

While most people use television and movies for their relaxation, I do SimCity 4, instead.  My TV broke a couple years ago, and it took me 6 months to notice!  *  I haven't even bothered to replace the TV.  On the rare occasions I feel like watching video content, I binge watch science videos on YouTube, instead.

Gosh the NAM is exciting, even though the sheer number of features is tad bit intimidating at times!  While I'll be using NAM36 features in Canarsie, none of the strategic economic aspects of this island economy depend on either NAM or mods.  This kind of island bedroom community can be done using vanilla SimCity 4, too, as long as your region has lots of water and ferries.  Having said that, a tourism based economy works much better with the NAM.

Those who have been following my previous two city journals, will know that my latest SimCity 4 project is developing a regional high commerce and C$$$ tourism based economy, fairly realistic for the real-life New York, based on exploiting (and carefully balancing) the Eternal Commuter Bug, with the explicit purpose of creating tourist traffic ... not just regular commuters.

My Canarsie city tile is a backwater piece of my regional strategy.  Humble, but vital to my regional tourism-based economy.  As a bedroom community, it will provide additional economic stimulus to the C$$$ ferry loops in my Jamaica Bay city tile.  As the third city tile in the region with ferries, this will deliver the humble beginnings of tourist traffic in the region, not just regular commuters, and can be a beautiful residential location in it's own right, with just a few carefully chosen, well developed tourist C$$ areas.

Here's the early features I'll be building in Canarsie:

  1. No dirty industry (I-D), and no high tech (I-HT).
  2. Just a smattering of manufacturing (I-M) to attract R$ tourism, and to counterbalance the economic effects of a C$$ centred local economy.
  3. On the island itself, two OWR-4 ferry loops, and one Fly-swat ferry loop.
  4. Island power requirements met by a windfarm, as there will be no bridges to the mainland to carry power, and power lines across the water are so ugly!
  5. Dedicated underwater road tunnel connection to the mainland, for trucks only, to solve the sticky problem of island garbage disposal.
  6. The mainland portion of Canarsie will eventually purchase clean energy from neighbouring Jamaica Bay, instead of maintaining power plants.
  7. Three mainland road neighbour connections (eventually) to further stimulate the local economy.
  8. Terrain modifications to make it pretty!

This city tile will ultimately have many inter-city commuters on the eastern mainland shore, but few actual inter-city commuters to the island.  The island itself will have a quiet little tourist trade, a YIMBY gradient delivering a mixture of R$, R$$ and R$$$ residential, and a sparse scattering of manufacturing (I-M) to provide jobs for the low wealth R$ sims.

While tourism will be a factor for the local economy, the island will be most essentially residential, and very pretty.

My Insanely Small Mod List I am exceedingly choosy about what mods I install. Some of my friends call me "risk averse", which is a fair call, but I also like to analyse and understand each mod before moving on to the next one. Given how slow I am, if you haven't spotted these mods yet, you might want to check them out! Note, these are all of them 5 star mods, I'll explain the Legend to the symbols I've used at the bottom of the post. This post is about my personal journey with mods. If you'd like a...

A Guide to the Gentler Terraforming Arts When we think of terraforming, our mind usually flies off to grand sweeping landscapes, upthrust mountain peaks, deep canyons, and rivers. While I sometimes do those, far more often my terraforming is about small scale tweaks to allow me to plop shoreline beaches, bridges, tunnels, ports, marinas and ferries, exactly where and how I want them, and aesthetics to improve the look of my terrain, my water, and my shorelines. Here's one I did earlier, in another one of...

Hendrix Creek: Small City Tile Neighbour - Belt Parkway It's been so long since I've done a small city tile, I'd forgotten how darn incredibly small they are! I'm building this one for two reasons: I want my Resort Hotel in neighbouring Canarsie Pol, my tourist island and bedroom community. One strip of the regional highway "Belt Parkway", East New York, resides here, and I wanted to decide it's exact tile position to maximise the orthogonality (is that a word?) of this regional RHW-4 highway, as it heads...

Canarsie Pol: Cute R$ District on a Tourist Island and Bedroom Community My tourist island and bedroom community, Carnarsie Pol, East New York, has just reached 18,000 population, as at simdate July'12, and we were offered our Radio Station, yay! While I'm not averse to using Ctrl+X you don't deserve it , especially for getting the Large High School and Large Elementary School during my initial city planning, for this island city and bedroom community, I wanted to get all my rewards with economic...

Canarsie Pol: RHW-2 and Traffic Management on an Island City My earlier post, Compact RHW-2 suburban interchanges on an island city, describes my three RHW interchanges on this island city, with closeup screenshots. My very first interchanges using RHW! Traffic on this island city is a tad weird, because the only way on and off the island is by passenger ferry, and because it has a decentralised structure, with three commercial areas clustered around those ferry terminals. Traffic should be lightest...

Canarsie Pol: An Underwater Trash Solution for an Island City Carnarsie Pol, island city in East New York, has the problem that all island cities have. What to do with all the garbage! Real estate on the island is at a premium, and sims hate few things worse than landfill. Way to make the land values plummet! It's a problem that plagues real-life island cities, too, and the most common solution is a garbage barge. I'm cautious about mods that might upset the economic gameplay, so I haven't installed...

OWR-4 Ferry Loop (NAM36 visual tutorial) On a 6 point scale, this tutorial rates as Difficult: Beginner ► Intermediate ► Advanced ► Difficult ► Sophisticated ► Expert Yes, this is a tad difficult, but totally doable, even for an intermediate SimCity 4 player. I'm rather new to the NAM, so I can well understand people feeling they have a need for a visual tutorial to help them with some of the features. Aside from creating a ferry loop road, this tutorial also covers: 45 degree bends with the OWR-4. OWR-4...

Canarsie: Neighbour Connections for an Island Bedroom Community This is just a little post, short and sweet, to update y'all on my city startup planning for Carnarsie Pol, East New York, my island city and bedroom community. You can spot my Canarsie large city tile just north of Jamaica Bay, spotlighted in the centre of my East New York region map below: That little island will be the focus of my initial development. Not too little, mind ... that one island is literally the size of a small city tile, and...

Canarsie Pol: Taxes for a Bedroom Community A bedroom community requires an unusual taxation strategy. The backbone of this island's tax revenues will be residential, and I need to structure my tax plans around that economic backbone. Also note that specialist cities (with a commercial, high-tech or residential focus) have a more fragile economy, so if you're still relatively new to the economic gameplay aspects of SimCity 4, it's better to start off with a well-rounded city using a diverse RCI portfolio....
