Purpose of this Topic

As part of the ongoing renovation of Simtropolis we are working to reduce the clutter of pinned topics. When there are too many of them they often times get overlooked. We have decided to improve this with a dual purpose pinned thread. Not only does this make it an All In One reference it also links to the original topics.

Here's how it works: The first post of each of those previously pinned topics will be included in this one under the name of the original authors. This allows reputation points to go to the appropriate person while keeping all the relevant posts together in one place. The topics themselves will be unpinned, but you can still reply to them and that will bump them to the top of the forum list.

There are two clickable links below for each entry. The first takes you to the full topic and the second is a Local Link to the first post of the full topic which is in this thread. We feel this will be advantageous because you can scroll thru all of them in one place here (and it tidies up the forum list).

You will notice this thread is locked. We have found when replies are enabled for this type of thread they tend to go off topic quickly so it works better if you reply in the linked threads or create a separate new thread where ideas and questions can be explored in the proper context.

Original Thread: Crash to Desktop? Look here first.

If you have recently come over a big issue that has your game crashing to desktop (CTD), then it can be a bunch of different reasons why. CTD can be caused by a number of different things. Like if you have recently installed a pluggin, and you went to go play SC4 and it crashed, or that it suddenly just starts randomly crashing. These things can be determined by your operating system (Windows XP, Vista, Mac OSX, etc). Also it depends on if you have just SC4 (Vanilla), Rush hour, or deluxe Here are some things to consider that might cause this issue for you.

1) Did you recently install something into Sim City 4? If you did, try removing it, and see if that helps.

2) Did you upgrade your OS recently? Maybe you need to see if it is possible to run in compatibility mode or as an administrator.

3) Did you recently install SC4? Maybe you do not have all the patches installed, and installing them can help greatly.

4) Is your copy of SC4 legal? If not, help is very limited, as well as that could be your issue. Please consider obtaining a real copy legally.

5) Did you recently change a setting on your computer? Maybe it has impacted the stabability of SC4. Try undoing that setting and see if it helps.

6) Did you mess around with critical SC4 files? If so, then you might have to reinstall the game due to the fact that critical files might be corupted or messed up.

7) Do you maintain your computer often, or do you just not care what goes on and off it? This can be due to possible virus, trojan, etc., or a drive in need of cleaning.

*:8) For increased stabability when running Sim City 4 on Vista or Windows 7 (often referred to as 7), keep in mind that this directory can be different from yours. C:\Windows\System32\cmd.exe /c START "high priority sc4" /high "C:\Program Files\Maxis\SimCity 4 Deluxe\Apps\SimCity 4.exe" -w -intro:off

By doing this, you skip the intro, and increase the priority. This makes multicore computers more stable with the game. You can put this in your target box or by running it directly in Command Prompt.

9) Disk Error checking can also help SC4 by doing this on the drive that it is stored on, which is usually the C: drive.

10) Try using this auto save. You can adjust the save frequency, and also, its automatic. You can find it here

11) Try also using the Save Alarm. You can find it here (requires LEX account)

12) Conflicting plugins, one of the most common cause. If you have multiple mods for the same thing, like terrain mods, cars, etc. Read readmes when installing, and no, I am not joking. Please, if you want something to install right, and no issues, 1 minute of reading doesn't hurt. (Thanks Josh)

Original Thread: Before you post a question about a bug or crashing issue, please read this!

I know that all of this information has been provided before in various places, but I cannot seem to find it now. I apologize if I am just duplicating a thread or blatantly ignoring some stickied thread. However, I have seen many posts where the first response has invariably asked for more information, so here is a (somewhat) comprehensive guide to what information to give.

If the problem involves the game crashing to the desktop, you might check the Crash to Desktop? Look here first. thread for suggestions or possible resolutions to your problem.

If you are posting a question about a bug or technical issue, it is of great importance to try to include the following:

The version of Sim City 4 you are running (e.g. Vanilla, Rush Hour, Deluxe). The updates you have installed (if any).
A picture, if relevant. A picture is worth a thousand words. Really. If your question has to do with missing anything (textures, props, buildings), post a picture. If you are having graphical anomalies, post a picture. If the problem is happening in-game, post a picture. There is an Omnibus Article detailing how to add pictures to your post. Read it. Apply your new knowledge.
Your machines specifications. These include: Processor type and speed (e.g. Intel Pentium 4 2.6Ghz or AMD Athlon64 3000+), RAM (e.g. 256MB), Video Card type and memory amount (e.g. ATI Radeon 9600XT w/128MB), Hard drive capacity (e.g. 120GB), and (perhaps most importantly) amount of Virtual Memory (or Page File) (e.g. min 768MB, max 2048MB). All of these stats can be found by right-clicking on My Computer and selecting Properties or by clicking Start, selecting Run, typing dxdiag, and clicking OK.
Anything else that is relevant to the problem. For instance, any recently installed mods/lots/bats are probably relevant to the problem you are having.

The bottom line is that the more detail you can include in your post, the more likely it is that you will receive a quick (and accurate) response to your question.

Lastly, make sure that you name your topic something more descriptive than Please Help or its relatives Problem, Help and Help!!!!!!!! (I'm exaggerating, but not by much). For instance, if your problem relates to missing textures on farms that you downloaded, a good title would be Missing textures on downloaded farms, please help.

Original Thread: How to configure SC4 to work with your new hardware

By now many of you have brand new computers and are wondering why SC4 won't run worth a hoot on it. That reason is due to the limitations imposed by the current graphics hardware during the time of the games inception. This means the graphics rules for the game are fairly static to say the least and won't play nice with mismatched pieces per say. The good thing is that we can change that to fit our mismatched pieces. Here's how I was able to work it.

For the sake of consistancy (you may skip if you already did these steps):

First install the game. (oh well thanks captian obvious..) Be quiet, were not done here.

Second step is to run the latest update. (why are you doing this?) I said be quiet.

Third step is to follow JoeST's instructions on customizing your gameplay experience (you may have to login).

4.) Now the fun part. If you are still running Windows XP, then you may skip this. If you are running Windows Vista or 7, then follow this step please. Go to your games directory (eg. C:\Program Files\Maxis\Sim City 4 (deluxe)\ you get the idea) Copy "Graphics Rules.sgr" and "Video Cards.sgr" (without quotes) to your desktop (or an easily accessible directory in which you have full read/write permission) A pretty picture is provided below.

5.) Right click anywhere on your desktop and select properties (XP) or Change Resolution (Vista or 7). Under the screen resolution tab, select advanced. You will then be met with your adapter information. Take careful note of that. Two pretty pictures are provided. The first one is largely irrelevant except to those who know how to get there. You may ignore it.

6.) Once you have done that, open up Graphics Rules.sgr (with notepad) and drill down until you find this:

7.) Now that you have done all that, open up your Video Cards.sgr (with notepad or whatever). You will be met with a long list of video cards.

Most usually you will be looking for either "vendor "ATI" 0x1002" or "vendor "NVidia" 0x10b4 0x12d2 0x10de" (without the outermost quotes). Other brands are in there too.

In the appropriate list add your video card. Example is as follows:

card 0x4E69 "Radeon 9800"

card 0x4148 "Radeon 9800"

card 0x4168 "Radeon 9800"

card 0x9442 "Radeon HD 4800 Series"

card 0x5041 "Rage 128 Pro"

card 0x5042 "Rage 128 Pro"

card 0x5043 "Rage 128 Pro"

Now save and exit.

8.) For vista/7 users, you must navigate back to your game directory and move the edited files there, replacing the unedited ones. Yes you want to continue when your computer asks you if you want to continue.

That's it your done. Enjoy playing Sim City 4. It should run very much faster now. Many make these modifications without ever editing the Video cards.sgr file, and that works too; but with an unmatched string, the game could potentially become unstable and be prone to crashes a lot more often than not. A performance deficit has also been observed.

Original Thread: Windows Update KB3086255 blocks SC4 from starting

Following the trend of Windows 10, Microsoft has released security update KB3086255 for Windows 7, Windows 8.1 & Windows Vista.
Due to "security concerns", this intentionally disables the service which runs the secdrv.sys driver – a component of the SafeDisk protection which SC4 uses.

As a result, this prevents the disk-based (CD) version of SimCity 4 from running, and you may receive an "Access Denied - Please login with administrator privileges and try again" or similar permissions error. Many other legacy games are also affected.

It would seem the update simply disables the service, rather than removing secdrv.sys completely (like Windows 10 has).

NOTE: This shouldn't impact users of a digital based game, such as from GOG or Steam, as these don't rely on the same copy protection.

Workarounds

1) Purchase SC4 digitally

Online retailers such as GOG or Steam offer a digital version of SimCity 4 Deluxe.

This comes as a download without the need for the CD to start. It's also fully patched and doesn't use the same method of copy protection, so you can install KB3086255 without issue and play the game as normal. In the case of GOG, the game is currently sold DRM free, meaning it starts by itself without a client service (e.g. Steam).

During seasonal sales, you can often purchase the game for as little as $5.

2) Redeem your SC4 Serial Number

You may be able to redeem your original Serial Number (product key), found at the back at the CD's manual. This may entitle you to a free digital copy of the game, with the same benefits of not needing other workarounds.

With Origin you can try contacting customer support, who can usually assist with this. As well as the serial number, you may need to provide physical evidence that you own the boxed copy, such as screenshots of the game's case & disks.

Other online retailers may also offer a similar option, so it's best to contact them directly.

NOTE: Use at your own risk! *:read:
The following suggestions will allow SimCity 4 to run, although they could potentially expose your system to security vulnerabilities (which the update intends to bypass). Therefore it's your own responsibility should any issues arise from not installing KB3086255, however the risk level of security flaws being exploited.

3) Uninstall KB3086255

If updates are set to install automatically, you may have this update already installed.

In which case, to allow the CD game to start again, without the need for any workarounds, you'll need to uninstall the update:

A quick way to check if it's installed:

Note: To reduce the risk, it might be worth disconnecting from the internet whilst the game is running. Also it's recommended to ensure your anti-virus has the latest protection definitions.

4) Hide KB3086255

If you haven't installed KB3086255, it might be worth hiding it from the list of updates:

5) Enable secdrv.sys on demand

However if you wish to retain the update, the below instructions (from the knowledge base article) describe how to start the service on demand, which should allow SC4 to run from the CD when you require:

Running SimCity 4 on Windows 8

The Almost Definitive Guide

By Indiana Joe, with innumerable contributions by the esteemed community

September 8, 2015 -- Microsoft ends support for some CD programs including SimCity 4. Latest Windows updates will prevent the CD from working.

Disclaimer: This guide should be applicable to most PCs with modern hardware running Windows 8.
Much of the information is also applicable to Windows Vista & 7.

For further help or clarification, please be encouraged to start a new topic!

SimCity 4 was built to run on the 32 bit Windows XP operating system from 2001. Over a decade later, Windows 8 and 64 bit computers can have some trouble cooperating with this old software. This guide will take you through the proper setup of installing SimCity 4 on a modern PC and addresses some common technical problems. By the end, your game should run smoothly.

Installing SimCity 4

SimCity 4 has one expansion pack that was released by Maxis in 2004. The Rush Hour expansion added to the transit features of the game. Almost all custom content available in the SC4 community requires this pack to work.

Most game vendors sell SimCity 4: Deluxe Edition, which includes the Rush Hour expansion pack. It functions the same as vanilla (original) SimCity 4 with SimCity 4: Rush Hour installed on top.

UPDATE SEPTEMBER 2015: Microsoft has removed support for security features required to run some old CD programs. In short, the CD version of SC4 will no longer work with the latest Windows updates (versions 7, 8, and 10).

If you have CDs for the game, the installer should automatically start after inserting Disc 1. If it does not, the setup can be manually run by navigating to D:\SimCity 4 (or whatever the address of your disc drive is) and double-clicking the installer. Disc 2 is used to finish the installation and run the game (this is assuming that you have the Deluxe Edition. If you have the game and expansion pack separate, install the former and then the latter. The game is run using the Rush Hour Disk Thanks to McDuell for this info).

When installing the game from discs, the installer requires a registration number. This number can be found on the back of the SimCity 4 manual that came with the game, above the list of hotkeys.

The game is also available as a digital download from several sources. The following sources are known to distribute legitimate, updated copies of the game:

Origin --This EA-run vendor sells an outdated version of the game. As of June 2017, they still distribute the incorrect version. Not recommended!

What is a good price to buy SimCity 4 for?

As of 2017, SC4 Deluxe typically retails for $19.99 USD. It can be frequently found on sale for as low as $4.99 USD (such as on GOG); so, if you are on a budget, that is the price to watch for.

After purchasing the game from one of these vendors, you may install it on any PC you wish. The game should be fully updated, and requires no patches. The disc version requires 2 patches to be fully updated, as described in the next section.

Troubleshooting

The game installer freezes in the middle of installation, or will not start at all.

In September 2015, Microsoft removed support for the CD version of SimCity 4, and many other CD programs requiring SafeDisk. These CD programs can no longer be run by Windows after the applicable updates have been installed. More information may be found here:

I can't find the registration key the installer asks for, or I lost it.

The key can be found on the back of the game manual. If you don't have it, the best option is to wait for SC4 to go on sale and buy a digital download version for $5.

Patching the Game

The digital download versions, sold by the trusted sources listed above, should be fully updated to version

1.1.641.0 (the version may be checked by hovering the mouse over the SC4 EXE file).

CD versions of the game require two patches: The EP1 Update, and the BAT Nightlighting Update. These will update the game to version 1.1.638.0 and then 1.1.640.0. The latter number represents a fully updated disc version of the game.

Both patches may be found at SC4Devotion:

EP1 Update -- be sure to choose the correct region that corresponds to the game you bought.

BAT Nightlighting Update -- scroll down to the second download on the page. The first download is the BAT tool.

Running those patches in the order listed should automatically update the game.

If the updates fail:

You may get a message along the lines of "Old File not found. However, a file with the same name name was found. No update done since the contents do not match." This indicates that either the game is already updated to 1.1.640.0 or higher, or the game cannot be updated. The following reasons can prevent the game from being updated:

Make sure you are installing the correct version of the patch for your region of the world. Or, more specifically, the region version of your game. If you have the European game, install the European EP1 update.
A "no-CD" patch has been applied to the game to allow it to be run without inserting the disc. This alters the application and prevents it from being updated. Re-installing the game will remove the patch.
The game comes from an illegitimate source and does not contain the original files. (Torrented/pirated games are not supported by the SC4 community or its custom content.)
The game's EXE has been altered in some other way.

If the update will not work even after re-installing, consider purchasing the fully-updated digital download version. Once again, it can be found on sale for as low as $5.00 USD.

Important Setup Steps

SEPTEMBER 2015: Microsoft Windows updates for Windows 7, 8.1, and 10 has disabled support for many CD programs including SimCity 4. The digital download versions are the only versions officially supported by Windows now.

SC4 should be set up to properly run on your computer hardware. SC4 Launcher is the easiest way to set up SC4, and can automatically do many of the tricks listed below:

Display Resolution

SimCity 4 supports custom resolutions. Many monitors today display in either 1366x768 resolution, or High Definition 1920x1080. These display options are not available from the in-game graphics options. If SC4 is not set to run at your monitor's native resolution, the game may look squashed or stretched. Several people have discovered this after years of playing, and are stunned to realize they have been viewing it wrong the entire time. You don't want to be one of them.

Right click on the SC4 icon on your desktop. Select "properties". There should be a box labeled as the "Target." In this box should be something similar to:

ADD A SPACE TO THE END OF THIS TEXT. After the space, type -CustomResolution:enabled. Add another space, and type: -r0000x0000 Replace the zeros with the desired resolution.

Here is an example of what the target box may look like after setting the custom resolution (this example shows the Steam version of the game, and the x32 at the end of the resolution ensures high-quality 32 bit color is used instead of low-quality 16 bit).

Your monitor's resolution can be found by right-clicking on the Desktop and selecting Screen Resolution. SC4 will not support resolutions higher than 2048x1536 in hardware rendering mode. If you have a high-resolution monitor, for best results, halve each value (instead of 2560x1440, use 1280x720). This causes the monitor to use exactly 4 pixels (2 by 2) to display 1 digital pixel, and prevents blurriness.

CPU Count: the most common cause of a crash-to-desktop

Computer processors (the brain of the computer) used to be singular. SimCity 4 was built to run on these single-core processors. Almost all processors are now dual or quad-core. The game is very unstable running on multiple cores. To fix this, you simply add the following tag to the end of the Target box, just like you did for custom resolution:

-CPUCount:1 (pssst...remember to add exactly 1 space between each tag)

Now the processor knows to use only 1 core to handle SC4. The game should no longer crash frequently. Your target box may now look like this:

These tags at the end may be in any order, and any combination can be used or not.

Note that the Origin version of the game reportedly does not support Target box tags (there simply is no "Target" box). An alternative to adding this tag:

ALT + TAB (switch away from) SC4 while it is already running
open the Task Manager (CTRL + SHIFT + ESC)
go to the Processes tab
right click on the SimCity 4 process
Select "set affinity"
De-select all the processor cores except one.

This process must be repeated every time you restart SC4, whereas the tag does it automatically.

Other Tags

A full list of all the custom tags that may be added to the end of the Target box can be found here. Other commands include running the game in a resizable window and turning the Intro animation off.

-d:DirectX

-d:OpenGL

Adding one of these tags will force the game to use DirectX for rendering, or OpenGL. Depending on your hardware and driver versions, one may behave better than the other. Try switching between these if you have graphical errors.

Troubleshooting

If you copied and pasted the example Target line I typed above, SC4 may no longer be able to start. Depending on the vendor purchased from, each game version has a different install location. Make sure to use the correct install location for your game version.

Also remember to put precisely 1 space between each item in the Target box.

The Origin version of the game reportedly does not support Target box tags. An alternative for that is to use SC4 Launcher.

Getting SC4 to work on modern graphics cards (a.k.a. video cards, GPUs) can be tricky. All computer processors come with built-in (integrated) graphics chips. Intel processors come with Intel HD graphics, AMD has their own as well. These integrated cards are not very powerful and not designed to play computer games. Gaming computers come with dedicated graphics cards. Fortunately SC4 does not require more expensive dedicated video cards, although these will drastically increase performance, especially in huge cities.

Remember to keep your graphics drivers updated. As well as your graphics control programs (Intel Graphics Control Panel, NVidia Control Panel, or AMD Catalyst Control Center).

I only have Intel HD Graphics

The game may run fine without any issues if you have an older chipset. 2nd and 3rd generation Intel processors (with HD Graphics 2000 and 3000 respectively) did not seem to have many problems.

Many people report issues Intel HD 4000-series graphics. If you know you have an HD 4000 card, or are have graphical glitches, the simplest solution is to change the game's graphics rendering mode from Hardware to Software. This can be accomplished by selecting Software Rendering in the in-game graphics options menu.

The game is no longer using any hardware other than the processor to display your cities. This drastically limits performance. Please also make a note, for future reference, that Software rendering makes your game incompatible with any plugins that use HD textures. This includes HD water mods and HD terrain mods. However, most choppy graphics issues should be solved.

Software rendering can also be turned on with a Target box tag, and with SC4 Launcher. Other possible solutions to Intel HD graphics problems include changing the game to use OpenGL rendering, rather than the default DirectX. This is also one of the Target box tags available on the big list.

I have a Dedicated Desktop Video Card (NVidia GeForce, AMD HD, etc)

I have a Laptop with both Intel HD Graphics and a NVidia Card

FIRST: Follow the steps in the above "Desktop" section to add your card's info to the game's files.

This combo is now popular with laptops. Both cards are used, and the NVidia one is supposed to take over for heavier graphics tasks. Unfortunately SC4 is too old to work with this switching mechanism, and it can be a pain to get it to use the NVidia graphics card. As mentioned in the Intel section, integrated HD Graphics 4xxx don't run SC4 very well.

The first step is to manually set SC4 to use the NVidia card in the NVidia control panel. Right-click on your desktop and click "NVidia Control Panel." On the left menu, choose "Manage 3D settings." Click "Add," navigate to the SC4 EXE, and select it. Then set it to use the NVidia card rather than Intel HD Graphics. (Image of this)

This option alone may work. If it doesn't, continue:

In the NVidia control panel, go to the top bar (with File, Help, etc.), and click the "Desktop" menu. Check "Add 'Run with graphics processor to context menu." Then right-click the SC4 icon, "Run with graphics processor," and click "High performance NVIDIA processor." If your computer rudely informs you that you don't have permission to do that, you need to disable Windows User Account Control temporarily.

After forcing the game to run on the NVidia card once, I personally was able to double-click the SC4 icon normally and it has always used it ever since.

I have a Laptop with AMD Card(s)

AMD has a similar graphics-switching program for dual-card laptops. SC4 likes to run on only the integrated card (causing a problem if it's the Intel HD 4000 series). Different types of plugins are installed to the game differently. After downloading a mod, always extract/unzip the contents if they come in a compressed (zipped) folder. Windows 8 comes with an unzipping utility pre-installed. Right click on the zipped folder and "Extract All." If you need a program that can unzip folders, there are many free to download, including WinRar an 7-Zip.

Look in the folder you have unzipped:

If there is an installer (.exe) file inside, simply run that and follow the steps.
If there are simply many game files (.SC4Lot, .dat, .SC4desc, .SC4model, etc) copy and paste these into your plugins folder.
Always read the file description and readme and look for special installation instructions

The "Documents" folder is typically easy to find. It is one of the libraries that appears when first opening Windows Explorer (in Windows Vista, 7, and 8.)

There is another plugins folder. It is located in the SC4 root directory. See the Resources section of this guide to find this location. It is not advised that you place plugins in the root plugins folder. They will typically function properly, however it is easy to forget about plugins placed there; not to mention it is much less accessible. However, this is one way to share plugins between users on a computer. These plugins will show up for all users, whereas the ones placed in your Documents folder will only appear when you start the game under your name.

Be sure to download all the "prerequisite" files that a plugin requires. These are called dependencies. Missing dependencies can cause brown boxes to appear in place of props and buildings that the game cannot find in your plugins folder.

Certain files, such as Regions (maps) and DLL files must be installed a special way. For more descriptions and tutorials on custom content, see the stickied threads in the STEX and Bugs sections of these forums.

!! Update 05 Aug !! - READ HERE FIRST

It seems that CD versions of SC4 will not run under Windows 10 - The necessary OS support files for validating SafeDisc2 copy protection simply isn't part of Windows 10. This issue is not unique to SC4 either, SafeDisc and associated technologies were widely used by game discs for such validation.

For now, unless MS decide to retroactively support it, your only option appears to be a digital version of the game which will not have such copy protection. If you put your CD-Key into Origin they will provide you with a free digital copy of the game, so it needn’t cost you any money to resolve.

This thread is aimed at users who cannot run SC4 using Windows 10, if your games starts but has other issues, this is not the place to go into that. The only way to try and understand why certain users can not get the game to work, and hopefully, find a solution, is to start gathering some data.

First of all, let me say that this method assumes you have only one bad plugin that is causing trouble and that your test when you installed it didn't find the problem and you accepted it not knowing that there would be trouble later.

Start:

Save your entire plugins folder to some safe folder.

Divide your plugins into approximately two equal halves.

Put one of the halves into your Plugins folder

Test the game, thoroughly to provoke the problem

If the problem does not occur, this set is safe. It remains in your plugins folder.

If not swap the two halves and test again.

If this set is OK, it becomes your first safe set and stays in the plugins folder.

If not, you are outside this algorithm because you have more than one bad plugin. You will have to seek other solutions.

Point X:

From this point we assume that you have a safe set of plugins in the Plugins folder and the remaining set elsewhere.

Divide the remaining set into halves.

Put one of them in the Plugins folder being sure you can get them out easily (use a folder)

Test the game.

If all is well, go to Point X:

If this set now fails, remove the last set and replace it with the other half.

Test again.

This should be OK, but if not, you have more than one problem, so exit.

Otherwise go to Point X:

Continue dividing until you have a set of only one plugin that tests bad. This is the culprit.

You can then restore your saved plugins suite, and remove the guilty party.

Contrary to established fact, recently Cori succeeded in proving how the high tech fix may not be necessary to DatPack after all. It has long been believed how this was necessary to prevent a duplication issue, but the empirical data suggests otherwise.

Be sure to read and follow the procedures carefully and make backups of the affected files as suggested.

As many players already know, the game has a bug that does not allow R$$$ sims to work in I-HT (High-Tech Industry). It does create demand for R$$$ (10% of the I-HT jobs) but does not actually employ them. Checking the I-HT buildings (with the Route Query Tool) can verify this. If the city does have neighbour connections, these R$$$ sims might be able to find jobs in other connected cities, otherswise you will get "No-Job" zots at your R$$$ areas.

What causes this problem, seems to be the wealth-level breakdown of the I-HT jobs: 10% $, 80% $$ and 10% $$$. The algorithm appears to not work correctly if two of the above percentages are equal. The bug affects all I-HT buildings (Maxis AND custom content), as well as the Medical Clinic, the Solar Power Plant and the Nuclear Power Plant.

The fix can be found on the STEX. Click on the link below:

It works by setting the I-HT jobs as follows: 10% $, 78% $$, 12% $$$, instead of the original 10/80/10 (which caused the problem). It has a small impact on demand (+2% $$$, -2% $$ - of the I-HT jobs only), but this is really unimportant.

The problem with this fix (as well as all other mods that modify the RCI-type exemplars) is that it causes another incosistency: some regional statistics (regional jobs, regional residents etc) are double-count. It is unknown what effect this has on total demand, gameplay, city growth etc, and I doubt if anyone has carried-out any testing/evaluation, so it would be best to have this problem sorted-out as well.

For some reason, the problem is caused if there are two copies of an RCI-type exemplar in the installation. As with all other exemplars (and other file-types too), the 2nd exemplar will override the 1st one, however some calculations appear to run twice. The solution is simple, have only one occurence of the above exemplar in the installation, and the correct place to put this is of course in its original place, namely simcity_1.dat (a Maxis file, located under the SimCity main installation folder (typically C:\Program Files\Maxis\SimCity 4). Easier said than done, as iLive's Reader (the community's main modding tool) can't modify and save correctly a file as big as simcity_1.dat! (otherwise the fix could be applied in-place). The workaround is to use wouanagaine's SC4 DatPacker. To apply the fix correctly, follow the steps below.

Installation Procedure:

- Download and install wouanagaine's SC4 DatPacker.

- Make sure you have the latest SC4/RH or Deluxe versions plus Patches. Right-click on the SimCity executable and check the version number. Mine is 1.1.640.0 (SC4+RH+Patches). Refer to other threads to find which is the latest version for your installation.

- Backup simcity_1.dat! (Copy this file somewhere else - outside of SimCity's folders, eg under your My Documents folder).

- If you are unsure about the SC4 DatPacker's operation, or you are afraid of possible user errors, better backup your plugins folder too. This may take some minutes if you have a multi-GB installation. Alternatively you can temporarily "move" the Plugin folder contents under another folder - if the folder is in the same drive and volume, moving the files will be virtually instant, as it is technically a "rename" rather than a real "move" operation (no file transfer actually takes place).

- Create a new folder under your My Documents/SimCity 4/Plugins folder.

- Copy simcity_1.dat under the above folder.

- Copy the fix (IH_census_10_78_12.dat) under the above folder and rename it to z_IH_census_10_78_12.dat. This specifies the loading order, and causes the exemplar in the fix to replace the exemplar in simcity_1.dat, as z_... is alphabetically "after" si...

- Run SC4 DatPacker. Initially all folders in the list are selected (highlighted). Find and highlight ONLY the folder you created. This will limit DatPacker's operation under that folder only. Click on the Start button, wait for the operation to be completed and close SC4 DatPacker.

- DatPacker should have created a new datfile, containing simcity_1.dat plus the fix. This is located under a folder by default named Plugins_Compressed. Rename this file to simcity_1.dat, and copy it under SimCity's main folder, overwriting the original - you have made a backup, haven't you?

- Go back to the Plugins folder and delete the Plugins_Compressed subfolder. Also delete the folder you had created (containing simcity_1.dat and the fix). Alternatively you can move it outside of the Plugins folder and backup it, to remember the operations you performed (for future reference) - you may want to modify it again at some point, eg add more modified RCI exemplars, or "stuff that goes into simcity_1.dat" in general, like some LUA fixes or mods.

- If you had (temporarily) moved the Plugins folder contents in step 4, get them back.

- You are done!!!

Some notes:

- It is suggested that you keep the original simcity_1.dat, you may want to apply additional patches in the future. The backup wan't only for safety.

- You may want to make similar fixes for the other files affected by the bug, ie the Medical Clinic, the Solar Power Plant and the Nuclear Power Plant. Refer to the modding forums to find how to modify civic buildings correctly. The fixed versions can be inserted in simcity_1.dat as well, or instead placed in a separate plugin (these are normal Building-type exemplars, not RCI ones, so having a 2nd copy will simply override the original, without causing any problem). It is highly suggested that before installing or applying the fix to the above buildings, you enter your cities and bulldoze all instances of them, in all of your cities (save them before exiting). You can replop them after applying/installing the fix.

Anyone who has downloaded landmarks with jobs (also called functional landmarks, ploppable RCI's or ploppables with jobs) has probably occasionally noted that they might be growing on empty (usually smaller) lots. Whenever such a landmark starts growing you will hear the familiar sound of a landmark being plopped. The lot will function in game, providing jobs and looks good when you query it. However, empty lots will not improve your skyline... This behaviour stems back to the release of RalphaelNinja's Plopable RCI Blank Lot Set in august 2003. A short history for those interested follows:

05/31/2004: SimGoober's first release of his "Tutorial - Converting a Landmark to a Plop with Jobs", latest version: Making a Functional Landmark Lot

With RalphaelNinja's Plopable RCI Blank Lots, modders were for the first time able to make ploppable landmarks with jobs. Every object on those lots had to be a prop, not a building. The release of all Maxis Buildings as Props made it possible to include them as props in the lots. A wide variety of RCI Ploppables started to appear on the STEX. Soon it was also realized that they might be growing, albeit on empty lots. At first this was thought of being a break-through and a way to make lots that were both growable and ploppable.

With the release of the Plug-In Manager, modders finally learnt how to correctly make independent growable buildings (that were not part of in-game families) and through that eventually also how to correctly make ploppable buildings with jobs. However, several BATters and modders continued to use the old blank lots, even with BATted buildings, which were converted into props with the Plug-In Manager. Despite SimGoober's tutorial, buildings are still every now and then released based on RalphaelNinja's ploppable blank RCI lots. And several old, very beautyful creations from 2003 and 2004 are still downloaded over and over again.

The forums of Simtropolis are full of questions relating to these empty lots. This thread is aimed at being a central place to get answers, guidelines and solutions relating to these lots. Correcting these lots will require a little modding. If you are refraining from modding, you always have the option of deleting those landmarks that grow on empty lots.

In order to delete growing landmarks, you first need to find out which file to delete. This is where the lists in sections 4-15 further down come handy. Once you have identified the container file, you should first delete all instances of empty lots with that landmark in your cities. Exit SimCity and locate your file (use Window's search function if your plugins folder is a mess). If you can live without the landmark, you can safely delete the corresponding .SC4Lots file. I do not recommend deleting a .DAT file though, since they might contain more information than just for the landmark (such as actual growing lots that have already grown in your city).

If you want to keep the landmark, you need to edit its Building Exemplar using either SC4Tool or, preferably, iLive's Reader. You should also read through everything in these guidelines, starting with section 2, explaining properties called Building/prop Family and Parent Cohort, which are the essential part in correcting growing empty lots. After knowing what a Building Family is, you should move on to section 3, with detailed instructions on how to correct these landmarks. The landmark's Building Exemplar is in a container file, which is the actual file name seen in directory listings of Windows. To find this container file, jump directly to the lists in sections 4-15. You may also perform a search (Ctrl-F) on this page for the building you've had growing on an empty lot.

2. Building Family, Parent Cohort and related properties

The following description was given by Andreas Roth:

A cohort file serves basically as a template for several lots. The structure is the same as the building exemplar file (where you find the Parent Cohort). Maxis used cohorts to define the general properties for a set of lots (i.e. all small homes, or all stage 8 skyscrapers on 3x4 lots), and the exemplar files only hold the values that are different for each building - everything else, such as pollution values etc. is read from the cohort file that is linked via the Parent Cohort. Now when you make custom buildings, the Plugin Manager generates a full set of properties in the exemplar file, so a cohort file isn't necessary (unless a modder makes one especially for this purpose).

When the BAT and the Plugin Manager were released, a lot of BATters used the "Ploppable RCI Blank Lots" created by RalphaelNinja. Those were derived from in-game lots, but without buildings and props on it.

Unfortunately, nobody was aware of the function of the Parent Cohort ID back then, and since it wasn't set to zero, the game thought those were other versions of the in-game growable lots. Thus, these were growing in the game - without anything on it, because the buildings etc. were removed, as I described above.quote>

Any property that is given within the Parent Cohort file is inherited by every exemplar that references it. The most important property is the Building/prop Family, which makes the building part of an in-game family. Whenever the game decides to build something belonging to a Building Family, it would randomly select any buildings it finds within the family. Thus it might select the ploppable building to grow. However, since it is growing on an in-game lot, none of the props (including the building) that are on the ploppable lot will be showing.

As a conclusion, the following four factors identify a building exemplar which might grow on empty lots:

1. The property Building/prop Family is present, either directly or referred to by a Parent Cohort ID

2. The property Resource Key Type # is non-existent (this makes the building exemplar empty, no building)

3. The property OccupantGroups contains at least Building: Landmark (this makes it appear in the landmarks menu)

4. The property Capacity Satisfied contains at least one setting (this is the property giving the landmark jobs)

Since growable buildings are satisfying capacity, they simple wouldn't grow if they were not offering any jobs.

For some reason only buildings with the OccupantGroups set to (at least) Landmark seem to be growing on empty lots. As far as I know this was the reason all CSX buildings were made to appear on the Rewards menu instead of the Landmarks menu.

There are in fact several landmarks with jobs available at STEX with a Parent Cohort setting other than zero, but which also include a BATted building model addressed by Resource Key Type 1. Whether these buildings would actually grow in game based on their building family association has to my knowledge not been proved.

The Building/prop Family should be removed and the Parent Cohort should be set to zero (0x00000000,0x00000000,0x00000000) for all custom buildings, both growables and especially for landmarks. The ONLY exception to this rule is if you want to make growable building families (like those included in the game). For those interested I recommend reading DarkMatter's tutorial Making Custom Building Families in his Official DatGen Help.

Note also, that there might be other properties that are inherited from the Parent Cohort file, which are lost if the Parent Cohort is reset and the Building/prop Family deleted. Two such properties, that are required for the landmark to function, are the Exemplar Type and the Purpose. More about these further down.

If you are planning on making landmarks with jobs, you MUST read SimGoober's tutorial, Making a Functional Landmark Lot.

3a. How to remove a landmark's Building Family association

There are two ways of keeping ploppable landmarks from growing. Either delete them or correct their Building Family association.

The only thing needed to be corrected in order not to have landmarks grow on empty lots, is to delete the Building/prop Family and change the Parent Cohort of the landmark's Building Exemplar to zero. This will cut off the building's association with the in-game building family. This can be done both with SC4Tool and Purpose values above reveals that the numerical value for CO is 3. Thus, enter this value (3) into the bottom field (Values as text) and click the Apply button to the right of it. Finish by clicking the bottom-most Apply button.

After this you need to save your lot and exit Reader. Test it in game to see that it appears in the landmarks menu, and that after plopping it, it does offer jobs to your sims.

The guidelines above may also be used in a preemptive manner. If you locate landmarks from the lists below which you know you have downloaded, you should delete or edit all those container files associated with landmarks that might grow on empty lots.
