@ Larks in WA (Western Australia not Washington State) it's either the responsibility of the police or the road authority to direct traffic at lights that are out, they hardly ever do it though.

On the subject of speeding, well drivers here (and in fact in the entire country except Victoria) widely regard the speed limit as being the official limit +10 - 20 km/h depending on the road, I know friends who've been doing 120 (which is 20 over the speed limit) on the freeway and still get overtaken. Cops are rarely able/bothered to do much about it though unless they have a quota to meet.

In Japan, speed cameras are set up to catch us at more than 20 kmh over. I never see cops pulling people over, unless it's for running a stop light or some kind of illegal car modification. There is not a whole lot of space to pull people over to begin with. This country is not the driver's paradise America is, and I do not say that in jest.
