If you mean the roundabout with the fountain, that's a standard item from the NAM (the road, not the fountain--it's a separate item which I'm sure is on the STEX).  You can find many different custom lots to fill in avenue and street roundabouts.

If you mean the circular avenue going around that round building, that's built into that lot, which is called the Bourse de Commerce, also on the STEX, no doubt.  Those avenues are tansit-enabled, so they connect up with regular avenues seamlessly and you can see traffic moving through the complex.

Here's a small city hall I have just created a few days ago for a small town  that covers a medium sized island. The city hall also acts as a park for the people of (I haven't named the city yet).  The larger building is the main building and is where most of the city hall employees work. The smaller building is for the mayor and the "better paid" employees of the city hall. Sry about the interface in the second picture, All your missing is the dock, though.

Anyway... The left brick building is the Ministry of Industry, the one on the right is the Ministry of Commerce, The San Fransisco City Hall is the Ministry of Foreign Affairs... The Jefferson Memorial on the left is the National Archives, the one on the right is the Imperial High Court...
