Here's the full story: I've had a test to take, which I did do today, and so now I can return. But strangely, my SC4 has been deleted, so I will reinstall it soon.

1. Copy layer 
2. Set "noise/add noise" at good level
3. Set "blur/motion blur" at wanted angle. 
4.Done!

So here how it works: The people elect constituents to the National Assembly, Town Councils, and Provincial Assemblies. They directly elect governors. The Town Councils elect one member as mayor. There are two kinds of mayors- Urban mayors (cities) and Borough mayors (towns). The Urban mayors send delegates to Metropolitian councils- where the cities in a province are represented. These councils send 10 members on average to the Provinicial Assemblies. There, all the people in that province elect constituents to these assemblies (hereby meaning that urbanites are represented twice). 

All of the people in a province vote for a constituent in their constituentcy to the National Assembly. In the National Assembly, the majority party's goverment appoints their leader to become Prime Minister. The Senate is composed of 1/2 National Assembly delegates and 1/2 Provinicial Assembly delegates. Their majority party's goverment appoints a member to become Chancellour of the Senate (which by unspoken law is to be a member of the nobility who belongs to the party)

Before 1975, there was a third house of Goverment, known as the "Noble's Assembly". It was similar to the British House of Lords in the fact that it was composed of the nobility. It was abolished in a referendum in 1974, being enacted the next year. (Yes- 67%. No- 31% Other/Abstain 2%)

JanYpe-Thanks! Now that you mention it, a border might work well... I try to make them realistic... real papers don't have borders, but it might be fine in this context... I'll look into it!

gabry85-Thanks, I try to make them realistic, and putting in real news helps. But they become redundant if you do the paper in a week, and then it makes no sense. I'm not making much of it anyways, am I?
