Is this game even still alive?

i got everything to work, map expansion - icons - new buildings etc all seems to work . but i dont get any population, doesnt matter if i use modded buildings (keep staying on under construction 0%) or the vanilla residental zones - 0 pop even after 30 minutes . any ideas?

None of my own as I don't play, but I do wonder if the work around for other problems would have any bearing on what you describe here?

Check out this guide, built upon the user's suggestion from the link above. There is a fix for your exact issue.
