I had an issue where the local funding was at $2,000,000, and because that number was so great, even adjusting it slightly would still leave me with $10,000s in monthly costs. Or if I left it at zero, then the news ticker would say I'm not funding the police appropriately. If you also have this issue, I see this can be edited using LeProp. On the police tab, in the cost box, set the protection value to the amount you want, such as, $40-$200.
