It has no roofjunk at all, only a texture; it seems a bit unfinished in my opinion

Well actually it does, it has ventilation pipes in the roof, the air con units along with garbage cans are at the back..in fact I implore you to dig out a load of pictures of similar, one storey new build cafe's and demostrate all the roof junk on them...just because you have it in your mind that a Sim City building needs loads of unthoughtout, generic roof junk to make it look 'right', doesn't mean it is right,

So no, it isn't unfinished.
