No, there is no rule, but seriously, certain degrees of realism (and common sense) need to be applied, yes? No building that tall would ever be placed in that close of a vicinity to the airport.

I can see it right now- Pilot-This is DAL1141, we're low on fuel and need to land. Can you clear a runway? Air controller-Yeah sure why not. Pilot-Ok... we're coming in... wait, what the heck is that thing? AHHH!!! We've hit the terminal! We're going do-BOOM!!!!

this is a wierd airport why is dere a huge towr by the runway and why is there only 1 runway?

in every city in the world, it's forbidden to build a high building near an aeroport. that only 1 runway doesn't matter because most of all international aeoports in latin america and africa are only one road, but still this one is not realistic...
