This lot can be placed over streets as a barrier to all but pedestrian traffic. Unfortunately, it LOOKS like cars are driving thru it but the route query confirms that only people on foot can pass.
Use it force mass transit usage, control traffic flow, create pedestrian walkways, whatever else you would normally use a block of concrete in the middle of a road for.
