This is the 2nd HK Tower Pack. Unlike the 1st Pack this one has some Med Res Towers that are slightly more modern looking. Remember, both the HKTowerPack1 and this 2ndTowerPack buildings will not grow unless you zone dense 2x2 blocks.
I noticed during game play some towers like to grow more than others, to fix this I changed their Res Occupation values so that they were relatively closer to each other on an average. Hopefully this will cause them to grow a little more evenly.
(If anybody has some better ideas to a solution to this please PM me.)

Be sure to read the README included in the download, there is some extra info there you might want to look at. I call these the Saiwan Towers after looking at some photos of the Saiwan district in HK.
