Well you wanted it, you got it! The fist SimCity snow set made by me, ALTX! Sorry for the Delay 
This first edition ten piece snow set is perfect for tall plateaus, tall mountains, and even making a whole landscape white!
this set includes:
-the snow angel
-a snow corner and a snow side
-2 diagonal edges for snowtop making
-a pair 2x3 snow edges for snowtop making
-1x1, 2x2, and 3x3 snow tiles
any tree can grow on the snow but you cannot plop new buildings onto the snow itself. you must first remove the section of snow first

i hope you enjoy this... this also includes a snow dat file so you can make your own snow based lots 
I hope you enjoy this! there will be a snow mountain tutorial at my "SimCity Snow is Here!" thread.. this will also explain the differences you may think will be difficult to tell in the park ui menu
Remember there will be up to ten different snow parks unless you choose to make your own
