Please help me to silence the annoying man who constantly shouts during the game

Something really annoyed me from SC4 since I started playing the game 20 years ago, is the man who never stops yelling during the game. "WAAAAAAH, WAAAAAH!!!!", "WHOOAAAAH, WOOOOOOAAAAAHHH". It keeps shouting louder every few seconds. My head is about to blow up sometimes and I need to turn off the sounds because I can't take it anymore. Is there any plugin, mod, cheat or whatever to turning off the most annoying feature of the game? After making lots of searches, I couldn't find anybody talking about this. Starting in version 66 of Firefox Quantum no sound enabled item will auto play without your permission. So, if you notice your beeps (notifications) are now silent you need to allow them on Simtropolis as follows: And it's as simple as that. More info here. -
Ok, I assume this is the right forum. Since this morning I noticed an irregularly intermittent, rapping sound, like when you roll one dice in a cup or if you briefly rap your knuckles on wood. I narrowed it down --apparently -- to my going on the Simtropolis site (as it doesn't happen when I'm not there). There used to be a small sound icon on the right of the google bar, with which to turn off an annoying dinging sound (also happening on the website). That icon has disappeared -- and the digging sound is now that equally annoying and loud rapping sound. Has anybody experienced this or is my computer the only poltergeisted one ?

If I open sound.dat - is xa-instance the value (ID) I had to put in reader for querry sound, if I want to make this sound the querry sound of my lot? Is 'xa' the sound format of SC4? Can I convert wav files into xa? So can I make my own "sound.dat" by datpack 'xa's and giving them Ids and so I could create a dependency with my custom querry sounds?

Queen songs playing in SC4 (or how to locate and remove sound objects in mods)

Is there any way to find a plugin with a sound object other than simply removing each .dat one by one and restarting the game over and over and over... until you find the one that has the problem? Some sort of object in my Sim City 4 plugins folder is causing Queen songs (We Will Rock You, It's a Kind of Magic) to play in my city. I demolish all the buildings in the (suspected) area of the sound object's source, but it remains until the song is finished. I guess someone added this as a joke in one of their plugins? But it's not funny, it's really annoying and stupid. I have to turn the sound off in-game for around 2 minutes every time. I haven't even downloaded any wierd or obscure mods from other websites, most I get are from the ST Exchange, a few from SC4 Devotion, by well-known creators. If you know who does this so I can remove their plugins, please tell me. -
You can read the article here: http://www.simcity.com/en_US/blog/article/sounds-of-the-city Looks to still be very much a work in progress but you can at least you can see what they're aiming for and possibly what will be available to us. Right off I noticed the speed settings, news ticker & income now changed to an hourly basis. I can't wait to see how the finished version looks. It seems simple and the fact that it's based on HTML & Javascript should be awesome if modders are able to work with it. There is also a snippet of one of the songs from the game. Sounds pretty good so far I think.
