as far as ive seen if you keep your actual workers at 50% or more then your actual jobs everything is fine as soon as you drop below the 50% point it all goes to hell -

your cpu is throthling cause its getting a tad bit to hot, in short the hotter your cpu gets the more it throttles to prevent frying, my cpu is liquid cooled and everytime i play simcity it throttles up the speed of my fans to allmost max to keep it at an acceptable temperature atleast this is in the case of coldmoney. i think ac's problem is somewere else but without specs of the computer in question i can only guess, since its an fps issue and it goes away with the tilt shift aka blur i guess either you gfx card is outdated or driver issues. -
