Sharing developed regions is not adivsed, because it will cause a plugin issue, like you already pointed out. But sharing a plugin folder may cause some trouble, because sharing others creation is not allowed if you don't have the explict permission to do it.

Do you have a history of which files you downloaded on this day and which sites you visited, otherwise it's impossible to be 100% sure to find the cause.

You need to make a link public in dropbox before you're able to share it with other people. And regarding your issue in SC4: You can try to save the city again in SC4, this should refresh the view of the tile in the region view. But better make an backup before you attempt this.

The reason for this is the nocd patch. There is no support when you still have it installed. You should also check your PC for malware, you might have caught a well hidden piece of malicous code when you searched for this patch. There are other ways to get a version of SC4 which doesn't need a disc. You can buy it on steam for example.

This file has been taken down, because the staff decided that full regions on the Stex will do more bad than good. One reason is that each region needs a specific set of plugins, and this is already increasing in complexity and size. And it's very likely that majority of users simply want to unzip the region into their folder and start playing, but this is as just said, not possible if a lot of plugins are involved. Another reason is that it's likely that sensitive RL data can leak with the shared regions. I've found data in this save file (without being a SC13 modder) which was not visible to the public before, and i think that this data wasn't supposed to be public anyway.
