Yes.

Just need to put custom resolution line in the Launch Options.

-CustomResolution:enabled -r1920x1080x32

Or your resolution of choice. Not every arbitrary resolution is necessarily covered, but the standard 16x9's seem to work.

Since the client for Steam is used to start SC4, it may require the command line parameters specifying in the dedicated dialog box within. This is available on each game's properties in your Steam library, where a custom resolution can be entered in the same format as the target shortcut (in Windows). The notable difference is there's no path specified to the game's executable, as this is processed as an instruction once starting SC4 from Steam.
