That's very easy. The modder made the mistake to mod the lot by inserting an invisible dummy as building and adding the building as a prop. Props can be set either to remain in a vertical position (think of trees, lampposts, etc.) or to follow slopes (think of hedges, fences, etc.) - the modder apparently selected the latter and never tested the lot on a slope. It's not the only building with this problem, either. MarcosMX has released one with the same problem AFAIK.

can I ask you how you can have real traffic jams? It seems on some of these screens your cars just don't disappear, with me if they ride into each other they just go away, but here they make a nice traffic jam. Is there a mod for this?

What is going on there? I've never noticed prisoners doing anything. Do they do roadwork, or is it only because there's a prison next to them?

I just got a new computer, and my old one didn't show much detail. So now I'm able to see all sort of stupid jokes in the game. Maybe I'll be able to get a screenshot of the chimps in lab coats at the disease research center. That's hilarious.
