The file you'll download is Hermes of Paris.bld and you want to place that in the Buildings folder. If you have the GOG version it'll be this one:

C:\GOG Games\SimCity 3000 Unlimited\Buildings

When you want to replace a building, click the query (question mark) button on the building you want to replace while playing and then click on the REPLACE button. The menu will show you what to do from there.  (Copied from here.)

Oh, interesting, is it only visual or also stats?

Good question. It's been way too many years since I played that I've completely forgotten.  

Hopefully a more active player can answer that or you can post back once you've done it in the game.  

Well ive been thinking on going into modding for sc3 again, but it takes time to train myself again with all knowledge  
Also I think its cool to try give some graphics a visual update if its possible
