Residential Arcology
This landmark should appear near the top of the menu. First press [ctrl] then the left mouse button where you want to build. Drag the mouse to create a 4x4 high density residential zone. Wait for a growable to appear and bulldoze it. PLOP the arcology in the same zone and notice it does not abandon. The simulator accepts the arcology as functional. This will work with any plopable residential.
