A by-product of Kloudkicker Industries

Nuclear waste is not going to disappear any time soon. It requires proper storage for long term and SC4 is not equipped to deal with this issue beside a "reward" lot you can get when you are broke and out of options. But the radiation it produces will ruin a good city and the funds received are not worth the trouble.

This is where the Underground Nuclear Waste Facility comes into play. An unconditional reward with no radiation pollution and paying you 2950 Simoleans a month. Transit enabled dual track rail for freight and passengers allows the waste to arrive by train. It will require 375,000 Simoleans to plop and 830MW/month in power, but after 127 years its paid for. A built in water pump means no water is needed. Also the negative landmark and park effects are not all that bad on this lot. And as a bonus, this lot recycles 1% trash for 100,000 sims. Think of it as the nuclear waste going here instead of the landfill. It is not cheap to bulldoze, at 62,000, so place carefully.

I recommend using this mod( https://community.simtropolis.com/files/file/29368-fully-loaded-recycling-trucks/) as way to remove the green haze emanating from the nuclear waste trucks. The game's waste trucks automata lasts 'forever' and this stops them from 'glowing'. You can use just the toxic truck reskin (Toxic Truck.dat) if you chose. This is not a dependence, just highly recommended.

Installing: For SimCity 4 Deluxe and SimCity 4 Rush Hour Only
After downloading, extract the folder and open it. Than open folder inside named "Kloudkicker" and open folder in there labeled "README KK Underground Nuclear Waste Facility". After reading the README text file inside, remove folder "README KK Underground Nuclear Waste Facility" and store it in a separate place other than the two plugins folders or discard it. Take folder "Kloudkicker" and place it in the Documents SimCity 4 Plugins folder. Enjoy while playing.

Uninstall:
Bulldoze all of the lots in every city they were placed and then remove the files from your Plugins folder. I smell smoke. Did something just go up in smoke?

A MAC transit switch bug was fixed. Tyberius06 helped me to understand the bug correctly and get it fixed. Thank you Tyberius. Does not effect Windows users.

There's actually a way to reduce (some) types of nuclear waste. One nuclear byproduct is technetium-99 which has a half-life of 211,000 years (that's the time it takes for half of it to undergo radioactive decay). However technetium-99 has a relatively large neutron cross-section (the likelihood that it will absorb a neutron) so one proposal involves chemically extracting technetium-99 from spent nuclear fuel and bombarding it with neutrons so it becomes technetium-100... which has a half-life of 16 seconds and turns into stable (not radioactive) ruthenium-100, which has useful applications. Of course this is all theoretical and hasn't been attempted on an industrial scale, but in theory there's no reason (beyond money and politics) why it can't be done.  

A non-negligible part of the volume of spent nuclear fuel is also uranium-235 which hasn't undergone fission but is still perfectly viable fuel and plutonium-239 which can be repurposed as nuclear fuel (or for nuclear weapons - which is a big part of why it's a political doozy to do so). Theoretically it's possible to extract useful nuclear fuel from spent nuclear fuel and reintroduce it into the system, though as far as I know only France, Russia and Japan have bothered with this (it's not a clear cut perfect solution and there are drawbacks, hence why not every country does it).
