The most identifiable symbol of Chamorro heritage, the latte stone is a source of pride for those from the Mariana Islands. Parks like this are preserved or recreated in places like Guam - or in a fictional city with a cosmopolitan tradition and an established Chamorro neighborhood.
The high landmark effect (75 over 15 tiles) reflects neighborhood pride. It also helps with air pollution a little and doesn't require much maintenance. The high bulldoze cost relative to its price tag is a result of costly legal battles with those lobbying for it to remain.
