Not all the things in this life are beautiful... Your sims need to get accustomed to these utilitarian buildings. It's really great, it will look nice in my low wealth residential areas.

The bricks on the tower are a nice architectural touch! There's only so much you can do with a water tower (w/o making the tower unrealistic).
