Don't work in cars of city of tomorrow

nice lighting, really brings my city to life at night, however i have a few streets that don't have the new lights, it's only on half the street though and only about 7 or 8 lights.

i've tested it. It more realistic if you only use for car, so cars light are more bright than light road
