After a decline in manufacturing, like most other major American coastal cities, Baltimore shifted to a service-oriented economy.
1) Go to Documents ,then SimCity 4 ,then Regions
2) Create File with the name of the Baltimore
3) Place the config.bmp file into the folder or you can create your own
4) After that Open SC4 Terraformer
5) Go to Global Tools ,and click import image
6) Find the .SC4M file in the map folder and click it
* It might take a minute to upload ,so you can go get a soda or something
