To the best of my understanding, those colors are traditional Chinese colors of good luck and good fortune, important concepts in many (most? all?) Chinese cultures. While they may seem strange and out of place and too bright to Western eyes, they are, indeed, accurate for the Festival, and therefore would fit very well in a Chinese city, or even a Chinatown in a large Western city!
