Buggi: This is a TOTAL CONVERSION mod, completely re-writing an exisiting ordinance (because ordinances cannot be ADDED yet). It takes the Carpool incentive ordinance (which had absolutly NO effect on your city) and converts it to the aforementioned modd.
This modd is a DAT plugin, so just put it in your plugin's folder, no mess, no fuss, and it's free! LOL
