Yes, it is the exact number of cars that can fit on that parking. Police has many cars in 1 station ;) They have to go to traffic accidents, patrol area, go to people, ... With only 4 cars it would be a little bit small wouldn't it? How much police cars does your city has? :p

It should cost more for citywide coverage.

Good stats, and you're right about the cells. Looks good but a bit extravagant for placing it in all the cities (just my taste).

Not bad. However, you should up the cost of this building to $600/month, to balance it with the other police stations. Also, while you're at it, perhaps you could make it so it isn't called a "police kiosk" in the police menu.

Great looking police station I downloaded it ! Was wondering though if maybe you can make a fire station. Looking for fire station of today's model..Most fire stations in a metropolis have 1 engine, and a paramedic rig, larger stations have an engine and truck co and possibly a battlion chief.
