1. You must upload a ZIP file; you cannot upload the lot file directly. 2. The point of low-wealth areas in game is to look like low-wealth areas, so when I have a part of town with cheap food joints, seedy stores, servo stations and taco stands, a plaza with fountains looks totally wrong. A plaza with food stand to plop sounds ok, a cheap taco stand to grow sounds ok as well. However, both together just don't mix IMO.

does this lot replace the original taco stand?
