this is a transportation nightmare!! lol too bad SC wont let you make bridges from one city lot to another.

This is the point of this region; it is made such that land transportation routes must go in a spiral. However, you can build passenger and car ferry terminals to commute across the water.

Additionally, you can build subways under water and link it between cities. This will make this region challenging, as stated by Psycho_Teddy.
