About This File

I took all the suggestions you guys made and rebuilt all my files from the ground up. Since I rebuilt this mod from the ground up it will not be an update to the other one but rather an entire new file.

Make some money with a government sponsored Lottery Program! This can be helpful for those struggling cities, or just because you need a little money.

NEW - This file no longer replaces the "Legalized Gambling Ordinance!"

It also contains four different versions for all you guys.

  • More money version
  • Less money version
  • NEW - More money version with crime effects

  • NEW - Less money version with crime effects

Compatibility - Complicated story short, this is not compatible with the "Cousin Vinnie Ordinance." Longer story - SimCity 4 has about 25 ordinances, but only about 15 appear in the game. This is because there are about ten unfinished ordinances (many of which I'm working on). My mod in fact does not create a new ordinance, but rather uses one of the unfinished ones to display it in game. Since the ordinances are in fact hard-coded, there is no way to add a completely new ordinance to the game. You can only modify the unfinished ones and set them to appear them in game. That's it! Phew!

These are ALL the ordinances: Some of them in the game and some of them unfinished.

CPR Training, Smoke Detectors, Neighborhood Watch, Police Outreach, Youth Curfew, Gambling, Reading, Earthquake Preparation, Smoking Ban, Free Clinics, JR Sports, Homeless Shelters, Carpool Incentive, Shuttle Service, Crossing Guards, Power Conservation, Water Conservation, Stairwell Lighting, Car Smogging, Bridge Tolls, Trash Presorting, Water Tower Ads, Alternate Day Driving, Parking Fines, Leaf Burning Ban, Nuclear Free Zone, Clean Air Ordinance, Subsidized Transit, Tourist Promotions, Conservation Corps, Industry Pollution Fee, Clean Industry Association, Electronics Incentive, Aerospace Incentive, Electronics Job Fair, Biotechnology Incentive, Public Acces s Cable, Lawn Chemical Ban, Landfill Gas Recovery, Industry Waste Disposal, Backyard Composting, Paper Reduction Act, Tire Recycling, Farmers Markets, and last but not least Water Meters. Out of these 45 Ordinances, only 16 were actually done.

Hey, nice work and I hoppe you do more Ordinances. One think tho it would be a little bit more helpful if you told us what the amounts it gives you or if its based on population (Which would be nice) but great work

This mod looks great. Just what I need. If you complete the other unfunished mods, especially water meters, parking fines and bridge tolls it could be really good. Good on you, Madness.

Awesome..."Alternate Day Driving"...quite an extreme measure (although realistic) Maxis was considering!

Great job, hope you get the other ordinances done. Have you had the time to discuss the ordinances that Maxis didn't finish? I'm not entirely sure about this, but I think that some of the 29 ordinances that you listed as 'not done' may have prerequisites.

In the Sim City 4 Exchange at SImcity.com there is a park that gets you 4 billion dollars a month. You could call that cheating but not this one. Very good, well done MOD!!!

I'll download this plugin, from the moment I get home from work! It's a standard income of 5000$ a month? Or will I find out in the read-me?
