I was a quick worker and rebuilt this mod from the ground up! It will be released tommorow. I took all your suggestions and made them work (no longer replaces the Gambling Ordinance, hint hint) Thanks for the feedback guys. <3 -Madness

Sick of that essentially useless Legalized Gambling Ordinance which brings lots of crime? Replace it with a lottery program! Unlike the Legalized Gambling Ordinance, this won't bring high crime rates. And it adds a little money to your coffers.
This lot replaces your "Legalized Gambling" Ordinance (it had to replace it because Ordinances are hard-coded). It gives you a little money when enabled. This can be helpful for those struggling cities!
Note: This is not a Lot, it is a Mod. There is no Mod choice from the drop-down file-type list.
