The one this Medical Institute needs is Plugin_B91_CommercialBuildings_Prop_Modd.dat and it (and two other building prop-like files from that era) can be found in the Skylus Tower download. -

On another note, you usually need to stand out in some particular way to get a custom member label. For example, I love Calvin and Hobbes and the admins noticed that.
