    http://community.simtropolis.com/topic/54082-simcity-4-launcher-updated-180115-141b-r10/. Have you tried this? my SC4 used to have the same problems as yours, but i used this to set SC4 to use only one processor core, and that fixed the crashing issue

    kschmidt: The dry dock in picture 2 is a dry dock dedicated to the construction of Navy vessels. it is from the SNM pack found on SC4Devotion. The other dry dock in picture 5 is a regular commercial dry dock, for the construction and maintenance of cargo vessels, and i cannot remember where i got that lot
