Under the roads menu probably, near the bottom of it, you will see something should say something like "elevated avenue puzzle pieces", or something to that nature. You will click that, then you can use the "Tab" key to cycle through puzzle pieces and the "Home" and "End" keys to rotate them. Using these puzzle pieces will help you create your network. im pretty sure there arent, because I dont see them anywhere. i have looked in all the menus and looked for the activator lot things. nothing

I have nam, nwm, rhw, and all the stuff. I just couldn't figure it out and theres a ton of buttons

Hey so I was looking around the internet and some people have raised avenues and I was wondering how i can do that? I don't mean just an overpass a highway or road but like an extensive network and if that's even possible or was I did I not get a good enough look at it?

this is probably somewhere in the forum but i cant find the answer. anyways im trying to download plug ins from the exchange and they say download complete. but when i start the game up i cant find them. i also checked in the sim city4 plugin folder but nothing is in there. any ideas?
