How where you able to fix this, as I am having the same issue. Resident seem to ignore my RHW and I tried everything you mentioned above in connecting each city with the RHW and the NC pieces.

I installed the patch however my .exe file version stayed 1.1.610.0 and did not change to 1.1.638.0. How can I fix this?

What was your theory behind the placement of the buildings?

I love the palm trees and the tropical look. 

Puerto Sky is a big metropolitan city in the simtonic nation know for its large international airport and towering sky scrappers. Its is also one of the cities with the largest park for the sims to enjoy. This is Puerto Sky's International Airport connecting to all major airlines, cities, and nations. The picture below is Terminal 1 and below is main hangers for airplanes to get repaired if they have been damaged during flight. The next two pictures are of Terminal Two, this is the main terminal for Puerto Sky. This terminal is the most busiest for the airport as it handles thousands of flights per day. Towards the right there is a separate section for private jets that only the elite can afford, they are provided with separate entrance and exit from the airport. This is the Financial district. This is Clementa park, the largest park in the cities. This park is ever so lively during the summer with free movie screening and live plays. Close up of the park. This is Poppy flats, a high rising residential area with one of the fastest growing commercial in the city. However, there has been a drastic down turn in the economy and the recession has hit Puerto Sky hard as you can see their are older run down buildings as well as unemployed citizens unable to find jobs. This is Corina, another residential area in the city, this neighborhood has been hit the hardest with the recession as many unemployed citizens live here. This is Flushing Park, the 2nd largest park in the city, you can also see a pedestrian mall towards the bottom of the park. \ This Humpton Estates, a residential neighborhood of upper and middle class citizens. Does it work with new update of simcity 5.0. Cause I was trying it right now and the heights didn't adjust for the roads.

Darian City. A bustling city of mostly middle and low income families. Where dreams can be made or broken. The elite upper class divided by the Darian cross city freeway, one of the fastest way to get to the other end of the city. Darain Industries across from Humpton Projects, were the Darian trouble makers live. Darian City as the Sun rises to bringing another day to the city. Darian City over looking Metronome's Arcology. Only Darian's elite citizen are able to spectate the view of the Arcology from their windows. Darian City's Elite, where only the privilege can live. Office James Delto making sure Darian's upper class is not harmed because of recent death treats. The area is in high alert. The city from the top, you can see the Darian Cross City freeway and the Darian Mid City Highway. Darian city's citizens enjoying some leisure time. This is my industrial area This is my residential and commercial with a mix of New York and Chicago style hi-rise buildings except on Asian style in the back.
