For the most of the editing works all 3 of them could be used, all of them have their own benefits and cons, for basic editing procedures any of them is great, for advanced editing options you need to find out which one is the more suitable for you. SC4 Reader/Tropod Reader v1.55 - it is very similar to the other Reader, but it has a different UI and different editing options. SC4Tool - it could be found on the SimcityPlaza/SimcityKurier/SFBT site, though it is down as well, so probably it's gonna be rehosted somewhere. It is an universal editing tool with many options, the 3 most known and popular functionality of this tool are: a) Transit Enabling Editor - the only easy way to do TE modding on LOTs (like stations etc...) b) Dependency tracking/listing - it can show whether a lot file has all the dependencies and shows the IDs of the missing dependencies. c) texture extraction and creation - it's a bit tricky as it seemingly provides a texture range for creation, however that is only a TEST range and SHOULD NOT BE USED even for your own creation, but definitely not for releasing contents. iLive LE Prop - it is also a powerfull editing tool, which is specialized editing different stats in the building examplar with a user friendly UI. There are also a few different kind of Icon editors/creators.
Excellent list with description of lotting/modding tools.
