Ok, this is really annoying. I don't know what I am doing wrong, please help.

I want to get the region Pacific Rim National Park to work. I have My Documents/Simcity 4/Regions/Pacific Rim National Park and in there I have a notepad thing, config.JPG and config.BMP. When I go ctrl+shift+alt+, and click on the .jpg nothing happens. Pleaaaase help me, this is really frustrating.

There is a box below the folder file list, if when you click [highlight] on the jpg, and it doesn't show in that box, you must type the file name there.

It wont work for me as well, it sais: Region generation error it is 2049 x 2049 while it should be 1 x 1 :S

I have no idea what to do

With that error mesage, I don't know what is wrong. 

If your grayscale is 2049x2049 pixels, the config.bmp needs to be 32x32 pixels.

I have isntalled a couple maps and haven't had a problem, but then i tried to install "Chicago Metro Area" map and it mis-renders and creates a really wierd map, that looks nothing like the Chicago map I had. Anyone know anything about this? Thx

noticed a few other people had the same problem I had with Ctrl + Shift + Alt + R not working and I think I've got a solution.

Don't use a wireless keyboard.

I had the same issue, never having a window pop up when I hit those keys together, but my keyboard was getting faulty and while I was out, my girlfriend changed my keyboard out to the PS2 I used to use (that's a plug in keyboard that's not USB, for anyone that's wondering). After that, I noticed I could get a window to pop up asking for the file name. Since then I've been too lazy to use a map, but I'll try it first thing after this post.

Something that has to do with keyboards not allowing more than three keys to be pressed at once. Had problems with online games because of that before.

WHen i try to load an image, it says the "Region Bitmap size is incorrect , 1793x1793 should be 1025x1025"

alright, heres exactly what i did. i created a folder named P.E.I (prince edward island was the map) under my documents/sc4/regions. i downloaded the greyscale into it and the bmp file and renamed it config.bmp. the bmp and the greyscale mathed perfectly. i went to load region on the game and loaded P.E.I, then pressed shift-alt-ctrl-r and navigated to my greyscale jpeg. i clicked it, but it said error: region bitmap size is 2881 by 1409 and should be 1025 by 1025. ive tried everything for this... I downloaded irfanview and saved it as a jpeg-greyscale, downloaded the landscape designer but i do not think i need to use it, correct me if im wrong...PLEASE help me, i really tried the best i could, ive read every repl on this thread and still could not get it to work. an answer  would be GREATLY appreciated. ~thanks~

when i press shift+alt+ctrl+r i cant seem to find the Los angeles region i downloaded...i dont even have a'my documents folder there. I went to program files-simcity deluxe-regions but there are only the regions that maxis included in the game..help me please

okay. here is a question for you. some maps i have noticed have the larger city boxes and not the small ones. how do you do that?

when i was on XP i was able to do that when i downloaded a map. on vista-- i can't do it.

i have terraformer. but can't seem to make the city borders bigger.

[have downloaded biloxi, ms-- that shows larger cities and that doesn't work either]

suggestions?

okay I downlowed the mapp pack and tried to insert Ottawa in SC4

I did all the directions but when I clicked on the config or grey map nothing happends....

Can you guys help me?

hi i followed all the instructions to render the map but when i clicked on the .jpg file it doesnt render and its not the first alphabetically region. can someone help me with this plz?

As far as I can tell, I've done everything right. I have the config.bmp, the file, and I've restarted the game 5+ times now. It just...doesn't do anything when I press any combination of ***** + cntrl+ alt+ R. I've done it before, and it worked, but suddenly now it won't. Tested the keyboard buttons, and all four work. Hell, I've even rendered this region before. And no, it is not alphabetically first. Any ideas?

Such a pain, i always hate doing this. I've managed to get a very large region. I belive the config was 80 by 80 or something like that. After that long break from this game i took to go play Halo 3, CoD 4 and Battlefield Bad Company i almost completely forgot how to do this stuff. Its really easy with photoshop, you can almost pinpoint where you want this one section of the map to be a city.

Its gonna take time to fully understand this. Just follow the steps exactly and make sure that you have your pixel sizes right if you made it yourself. If you got it off of here you probably forgot to download the config or the jpeg. Open your regions folder and open one of the premade regions. Find the region text document at the bottom and copy it into the new folder. Open it and rename it to the regions name. It should work if you do this.

Are you sure it needs a height mod? Did you render the map with no plugins? If you had a height mod or terrain mod in your plugins, and the map did not require one, the terrain would come out wrong. 

If it does require a hieght adjustment, you might try MallowTheCloud's height plugins. Scroll down about three-fourths of the page. It's an attachment.

I tried the SC4Mapper but I have the "invalid folder name" error (I'm on XP, not Vista and of course the folder name *IS* valid). So I tried redering regions manually form downloaded height maps and config.bmps. With some it works, with others it doesn't. I found a solution, which might be applicable in most cases where rendering the region fails. Also people with Vista may find this useful.

I had a problem rendering a downloaded height map -- after ctrl+shift+alt+R nothing happens. This is how I fixed it (involes Photoshop but any other image-editing app would do):

1. I opened the jpeg file and adjusted the size as requested (in Photoshop: Image>Image Size> enter in the dialog the width/height in pixels, make sure that the 'Resampling Method' is 'Bicubic'). The size of the height map must be calculated this way: if the region can be filled with a X*Y rectangular grid of small towns (i.e. the config.bmp has dimensions X*Y pixels), the height map must have the size (64*X+1)*(64*Y+1). Thus a grid of 1 large or 4 (2*2) medium or 16(4*4) small towns must have a height map with dimensions 257*257 pixels. I think this is because every pixel corresponds not to a tile on the map but to an edge of a tile.

2a. Convert the image to Grayscale/8 bit depth (Image>Mode>Grayscale>confirm the dialog if any; make sure that Image>Mode>8 bits/channel is checked). Some images *may* look grayscale, but can be in fact in some other color space like indexed color, RGB or whatever. It seems that SC4 expects that the height map image contains only one 8 bit channel -- i.e. pure Gray/8. In Photoshop: in the title bar of the document the image mode is displayed in parentheses . Thus you should have something like: "map.jpg (Gray/8)" in the title bar.

2b. (Optional) Use your image app's native powers for terraforming, changing sea level or whatever as you want.

2c. Save the file as a standart jpeg with max quality -- without any optimizations, loss of quality etc.

3. (Possible) Your config.bmp may also be incorrect. Make sure it contains only pure red, green and blue pixels. These have the following RGB coordinates: (255,0,0); (0,255,0) and (0,0,255) respectively. Also save it as a standart .bmp file with 24 bit color depth.

I suggest saving the files as "standartly" as possible. Photoshop is a powerful image processing application and it can open (and save) almost any image type with any encoding/compression etc. but I'm not sure that SC4 can handle some exotic formats correctly.
